plan mode only works for order-1 difficulty tasks.

if you task is order-0, one shot it
order-1, plan mode
order-n, you need a recursive plan mode where you grill into increasing levels of depth at each layer.

for implementing test syntax, i had 4 times i had to create a "plan" just in this run (and 2 phases of defining the ticket)
